RUSSIA-UKRAINE WAR

Russian President Vladimir Putin launched a military strike against Ukraine on February 24. The armies entered Ukraine from multiple routes, sparking fears of a European conflict over Russia's demands for a stop to NATO's eastward expansion.  For months, Russian President Vladimir Putin denied that he was plotting an invasion. In a televised statement on Feb 24, Putin argued that military intervention was required to stop Ukrainian attacks on the two breakaway territories of Donetsk and Lugansk, which Moscow recognizes as sovereign republics. President Vladimir Putin said last Monday that unless the far-right government in Ukraine's power in the country is reduced, Russia could be attacked. He charged Western nations with arming Kyiv in its fight against Russia.  HISTORICAL CONTEXT:   Tensions have existed between Russia and Ukraine for many years. VALUES ASSOCIATED WITH PUBLIC SERVICE

Foundational values are a set of laws, concepts, and beliefs that aid in the appropriate and effective discharge of functions. Values are commonly conceptualized as key components of organizational culture and as instrumental in deciding, leading, and informing behaviour in organizational theory. While the practice, research, and understanding of public administration have all changed dramatically in recent decades, the concept of "public service values" remains central to all elements of government and administration.  Importance of values in the public service:  Given the nature of the public sector, identifying which values or sets of values are acceptable for public organizations is difficult, and the lack of research into how values are successfully translated into action exacerbates the problem. In this discipline, one book, in particular, has had the most impact:  Robert Cialdini's Influence.  Robert Cialdini was fed up with salespeople and marketers treating him like a fool, so he set out to figure out what techniques they employed so he could better defend a

DOCTRINE OF POLITICAL NEUTRALITY

The Supreme Court (SC) has been scrutinizing constitutional posts in recent years, based on the Doctrine of Political Neutrality. With back-to-back judgments in November 2019 settling political crises in Maharashtra and Karnataka, the Supreme Court conveyed a strong message to high constitutional authorities who abandon their neutrality to favour party politics in States. The court has emphasized the need for authorities such as the Speaker and Governor to adhere to constitutional morals and not sway due to "prevailing political forces." The doctrine of political neutrality:  It's the foundation of any constitutional democracy. Being a "third" in a quarrel between others is what neutrality is all about. The claim of neutrality is a request to the belligerent parties to respect the neutral's decision and refrain from interfering in their conflict. Regardless of whether a political party is in power, neutrality means not being biased in delivering data, feedb
